Specific grounds of appeal for this contravention

 

1. We hear of penalty charge notices being issued for this offence even when the pay and display tickets are clearly visible! It may be that you had displayed it in a side window, attached it to the front windscreen or simply placed it on the dash board. Sometimes the adhesive fails and it is possible for a ticket, especially in damp weather, to fall off of the windscreen and land upside down. Sometimes the window fogs up on the inside and the ticket is not visible. If you have a pay and display ticket you should send it in to the local authority confirming that it either was displayed clearly or that due to the failure of the adhesive it had fallen off of the windscreen, etc.
