If you have appealed to transport for London and they have refused your appeal then you can go to the independent congestion charging adjudicator. If you loose then you will have to pay the penalty charge at the full rate. Do not be put off by the loss of the 50% discount if you think you have a good case. Transport for London are delighted when you pay up.. Don’t let them get away with it if you think you have a good case.

Warning – do not ignore a congestion charge penalty charge notice as not only will you loose the discount and the right to appeal but you may also be issued with a charge certificate which increases the penalty. Also this the debt can be registered against you and eventually bailiffs can be instructed.
