1. In order to be able to prove this contravention a civil enforcement officer (CEO) would need to keep meticulous notes in order to prove that the contravention occurred. It would be unlikely that you would therefore receive a parking ticket if you stayed for 25 minutes instead of twenty minutes because the parking attendant would need to make a note at the time that you arrived and as soon as the 20 minutes is up. If you make a representation along the lines that you were not parked for more than the permitted time, then the council would need to consider the notes and hand book of the parking attendant before deciding whether or not to contest
